Birth-to-Three Program

A recognized private provider by the Connecticut Birth-to-Three System


Young boy Oak Hill provides support to families of children under the age of three with disabilities or delays in developmental milestones from birth to three years of age.
 

What types of delays?

Christian
  • Sitting
  • Walking
  • Talking/Speech Language
  • Cognition
  • Motor skills
  • Self help skills (dressing, bathing, toileting)
  • Social skills 
 

What can cause delays?

Sometimes there is no specific cause; sometimes it is due to Down syndrome; Spina Bifida; extremely low birth weight; or hearing loss
 

How does Birth-to-Three work?

Your child is evaluated and if found eligible, a plan of services and supports are set up to meet the specific needs of your child and your family. This program is designed to help each family help themselves.

Where will my child receive Birth-to-Three services?

At the playground
  • Your home

or

  • Your child’s daycare facility or other environment where you child spends the most time during the day
  • Community locations (playgrounds, libraries, and stores) 
 

Is there a fee for Birth-to-Three services?

The cost of services is mostly covered by state and federal dollars.  However, the state's Birth to Three law and its regulations require insurance companies and families to contribute.  These payments are used to reduce the amount of money that the state pays for services and helps to ensure that all eligible children and their families receive supports without delay.  There are two ways that you participate in helping to cover the costs: Authorize billing of your health insurance company and make monthly payments on a sliding fee scale.

Oak Hill Birth to Three Program serves the following towns:

  • Enfield, Granby, Somers, Stafford, and Suffield
  • Ellington, Manchester, South Windsor, Windsor and Windsor Locks
  • Glastonbury, Hartford, Newington, West Hartford and Wethersfield
  • Bristol, Burlington, Farmington, New Britain, and Simsbury

You are also free to choose the program that is right for you, based upon the program's availability to meet your child's current needs.

Christian was enrolled in the Oak Hill Birth to Three Program because he had a speech delay and motor planning challenges.  Christian was not speaking much and when he did, he would get frustrated with people not being able to understand what he was saying.  "The difference was incredible!  Christian now speaks a lot more and it is easier for people to understand what he is saying."  - Karen, mother of 2-1/2 year old, Christian

"She's so interested in books!  She will pick one up and hold on tight.  She demands for someone to read it to her," says Viviane, mother of 20-month-old, Kasie.  The program staff has provided Viviane guidance on how to arrange constructive ways to enhance Kasie's abilities.  On her experience with the staff, Viviane has said, "I loved them from the time I met them.  I feel like we made a connection.  I really like the approach they take with assisting kids with disabilities."  She feels that they are more creative and compassionate, yet firm. A combination which provides the structure that children need to develop and flourish.
